A course for government officials and practitioners to improve policy brief writing

About the course

Many writers in the policy environment face the same recurring challenge: how to write clear, concise policy briefs appropriate to the target audience.

The Economic Policy Research Institute (EPRI), in collaboration with the Overseas Development Institute (ODI), are offering a one-week course aimed at helping participants to develop their own ideas and materials into briefing notes.

Emphasis will be placed on the understanding of policy processes, writing style, and how materials should be shaped in order to catch the attention of the target audience.

The facilitators of the course include Dr John Farrington (Research Fellow, ODI, London; Editor, Natural Resource Perspectives) and Dr Paul Mundy (Independent development communication specialist, UK/Germany).

The course will be held in Cape Town, South Africa from 13 to 17 October 2008.

 
 
Who is it for?
The Writers’ Course will assist government policymakers and officials, parliamentarians and researchers working in social policy, economic policy and natural resources areas in developing their capacity to write effective policy-related briefings.
 
 
About EPRI
The Economic Policy Research Institute is a South African based non-governmental organisation with extensive experience in social protection research and capacity building. We have designed and taught tailor-made programmes and courses to meet specific needs for parliaments, government departments and civil society organisations.
 
About ODI
The Overseas Development Institute (ODI) is the United Kingdom’s leading independent think tank on international development and humanitarian issues.
 
About Sida
The Swedish Agency for International Development Cooperation (Sida) is a government agency under the Ministry for Foreign Affairs in Sweden. Its goal is to contribute to making it possible for the poor to improve their living conditions.
 
Fees and other Costs
The participant contribution to the comprehensive accommodation fee is $600 (or R4 000). All other accommodation and living expenses, tuition and fees are covered by sponsorship from Sida. A limited number of waivers of the participant contribution are available. Please apply directly to Ms Ingrid van Niekerk at EPRI.

How participants will benefit
Participants will learn how to write clear and concise policy briefs. In addition, participants will complete a brief based on the material they bring to the course.

By the end of the course, the successful participant will have an improved ability to identify target audiences of policy information, tailor materials to target audiences, draft policy briefs for national and international policy makers, and develop other briefs in the future.

What the course will cover
The course will be taught in interactive classroom settings, small group tutorials and one-on-one sessions.

The course will reinforce the skills required to transform policy-related briefs into an effective medium of communication:

 
  • Identifying objectives and clarifying your message
  • Outlining, titles and recommendations
  • Discussing structure and format
  • Practicing writing styles
  • Editing and referencing
  • Discussing other media
   
Prerequisites for the course
Candidates for the course should:
  • Be the person responsible for writing and presenting information to policymakers about their work and their projects or organisations
  • Be fluent in English and able to use a computer (Microsoft Word)
  • Be sufficiently familiar with (a particular aspect of) work of their projects or organisations to be able to write about it

Participants are requested to bring with them to the course:

  • A laptop computer
  • Examples of information materials from their projects or organisations
  • Information about their work that they can turn into a policy brief during the workshop
